Qingdao Municipal Government Scholarship Details and FAQs
To attract and encourage more international students to study in Qingdao and engage in scientific research, the Qingdao Municipal Government has established the “Qingdao Municipal Government Scholarship for International Students in China” (hereinafter referred to as “the scholarship”) to provide incentives for excellent overseas students studying in universities and colleges.

How do I know if I’m eligible for the scholarship?
The applicants shall be foreign citizens, who are in good health, friendly to China and comply with Chinese laws and regulations. Besides, the applicants shall meet the following requirements:
- A. Students who apply for a bachelor’s degree shall have a diploma or certificate equivalent to a Chinese high school graduate; students who apply for a master’s degree shall have a bachelor’s degree or equivalent; students who apply for a doctoral degree shall have a master’s degree or equivalent.
- B. The applicants shall have the required level of Chinese language for admission to the university and provide relevant proofs, such as HSK (Chinese Proficiency Test Certificate), other Chinese language learning and examination certificates, etc. Applicants who are taught in English the conditions may be relaxed appropriately.
- C. For students who apply as long-term advanced students, their time of study shall be more than one semester.
Universities shall formulate specific conditions for applying for admission according to the actual situation. The applicants shall meet those specific conditions. Under the same circumstances, the scholarship gives priority to students from countries along the “ Belt and Road” and Qingdao’s sister cities. Applicants who have been awarded Chinese government scholarship at all levels of government are no longer eligible for the Qingdao Municipal Government Scholarship for International Students in China
What are the benefits of the award?
- The funding standard for the scholarship for graduate students is 30,000 RMB per person, undergraduate students 20,000 RMB per person and long-term advanced students per person 10, 000 RMB.
- The scholarship is managed by the university and is used exclusively for the registration fees, tuition fees, laboratory fees, internship fees, teaching materials fees, accommodation fees, basic living expenses, and medical insurance for scholarship students.
Duration of Award:
The scholarship is aimed mainly for newly enrolled foreign students in universities in Qingdao, including degree students and long-term advanced students (completing more than one semester).
How to Apply for the Programme:
- Complete an online application

About the Scholarship
Chinese University Program is a full scholarship for designated Chinese universities and certain provincial education offices in specific provinces or autonomous regions to recruit outstanding international students for graduate studies in China. It only supports graduate students.
How do I know if I’m eligible for the scholarship?
- Applicants must be a citizen of a country other than the People’s Republic of China, and be in good health
- The requirements for applicants’ degree and age are that applicants must:
- be a bachelor’s degree holder under the age of 35 when applying for the master’s programs;
- be a master’s degree holder under the age of 40 when applying for the doctoral programs.
Duration of Awards:
This scholarship only supports master’s students for no more than 3 academic years or doctoral students for no more than 4 academic years. The scholarship covers both major study and Chinese language/preparatory study, as specified in the Admission Letter.
What are the benefits of the scholarship?
The Chinese University Program provides a full scholarship which covers tuition waiver, accommodation, stipend, and comprehensive medical insurance. Please refer to Introduction to CGS—Coverage and Standard for details of each item.
How to Apply for the Programme:
- Step 1 – Apply to the designated Chinese universities undertaking this program.
- Step 2 – Complete the online application procedure at CGS Information System (Visit http://www.csc.edu.cn/studyinchina or http://www.campuschina.org and click “Application Online” to log in),
- submit online the completed Application Form for Chinese Government Scholarship, and print a hard copy. Please consult your target university for the Instructions of the CGS Information System and Agency Number.
- Step 3 – Submit all your application documents to your target university before the deadline.
You need to apply latest early April. Please consult the Chinese universities for the specific deadline of each year.

The Bilateral Program supports undergraduate students, graduate students, general scholars and senior scholars. Undergraduate scholarship recipients must register for Chinese-taught credit courses. Graduate and non-degree scholarship students can register for either the Chinese-taught program or the English-taught program if applicable.

- Step 1 – Apply to the dispatching authorities for overseas study of your home country for CGS opportunity;
- Step 2 – Apply to your target university for the Pre-admission Letter once recommended by the dispatching authorities as an eligible candidate (you will receive an Award Letter for CGS Candidate);
- Step 3 – Complete the online application procedure at CGS Information Management System for International Students (Visit http://www.csc.edu.cn/studyinchina or http://www.campuschina.org and click “Application Online” to log in), submit online the completed Application Form for Chinese Government Scholarship, and print a hard copy. You should consult the dispatching authorities for overseas study of your home country for Instructions of CGS Information Management System for International Students and Agency Number;
- Step 4 – Submit all of your application documents to the dispatching authorities of your home country before the deadline.
